Student Opportunity Act (SOA Plan)

Districts began submitting SOA plans in March 2020, long before knowing the long-term impact the COVID-19 pandemic would have on schooling, state and local budgets, and families. District priorities and budgets may have shifted since these plans were submitted. In April 2022, each district will inform DESE of the district's progress in implementing its three-year plan, the district's success in addressing disparities in student learning experiences and outcomes, and any amendments to the plans. District plans are listed below. Districts that were expected to receive large amounts of SOA funding included budgets as separate Excel files, in accordance with the submission guidance.
